3.3 million rubles will be allotted from Kabardino-Balkarian budget to fight drug addiction

KABARDINO-BALKARIA, 10 February, CaucasusTimes. Press service of the President and the government of Kabardino-Balkaria reported that on Friday during the session of the government of Kabardino-Balkaria there was discussed republican draft project of the program “All-embracing measures against drug use and illegal drug trafficking in Kabardino-Balkaria in 2006-2010 years”.

Ali Musukov, Minister of Economic Development of Kabardino-Balkaria, reported that non-medical drug use in Kabardino-Balkaria is on the rise. 1136 persons are currently registered in the Republican Drug-Abuse Clinic, but in reality number of drug-addicts is tens time higher.

Minister of Economic Development of Kabardino-Balkaria presented a program, which provides for increased effectiveness of drug-abuse prevention as well as creation medical rehabilitation centers. To implement this program, 3.3 million rubles will be allotted from the republican budget while the rest of financial resources will be allotted from the federal budget.

According to the doctors from the Republican Drug-Abuse Clinic, confectionery poppy-seeds are very popular among the local drug addicted people. Home-made heroin, which is very dangerous, can be easily obtained from the confectionery poppy-seeds after some processing. According to official statistics, during last three years more than 300 people died after using home-made heroin.

Program “All-embracing measures against drug use and illegal drug trafficking in Kabardino-Balkaria in 2006-2010 years” will be submitted to the parliament of Kabardino-Balkaria in the nearest future.
