International Red Cross Committee is going to conduct monitoring of those persons who have been detained in Chechnya

KABARDINO-BALKARIA, 6 February, Caucasus Times. Regional Branch of International Red Cross Committee in the North Caucasus is going to request Russian authorities to provide a possibility to visit those persons who have been detained by the law-enforcement agencies in Chechnya. Askar Umarbekov, Representative of the International Red Cross Committee in the North Caucasus, announced that information during press conference this Monday.

Askar Umarbekov noticed that continuation of a dialogue between Red Cross Committee and the Russian authorities concerning the possibility to visit persons detained in connection with the conflict in Chechnya will be one of priorities of Red Cross this year.

In his words, in 2004 International Red Cross Committee had to stop such visits since it faced a number of different problems, which made impossible to conduct such activities in accordance with the criteria accepted by Red Cross.

He also said that Red Cross is planning to spend almost 20 million dollars on its activities in the North Caucasus region. According to Askar Umarbekov, such republics as Chechnya, Ingushetia as well as Dagestan will become target areas for help coming from International Red Cross Committee. In particular, regional representation of International Red Cross Committee is going to distribute various household articles of everyday use among 80 thousands of Chechen residents and migrants residing in Ingushetia and Dagestan. Apart from that, a number of different micro-economic projects have to be implemented in Ingushetia and Dagestan.

Regional Branch of International Red Cross Committee in the North Caucasus is functioning for more than 15 years and is based in Kabardino-Balkarian capital Nalchik. During this time, three members of the organization have been kidnapped. Two of them have been released; one is still missing.

We aim to strengthen the region’s informational sovereignty by expanding access to truthful sources and raising media literacy. At the same time, we support the development of national languages as key elements of identity and cultural heritage, encouraging public discussion and engagement. The project seeks to become a catalyst for building a strong civil society and defending democratic values, helping to train new professional journalists and fostering international cooperation.
